Role Overview
Responsible for the operational success of Enhanced Care Management and Community Services programs — ensuring seamless team management, program delivery, quality control, reporting, billing, and compliance with Medi-Cal managed care contracts.
Essential Duties
- Ensure program compliance with all agency policies, state/federal requirements, and contracts
- Support communication and certification procedures with managed care providers and partners
- Build relationships with health care providers, community organizations, and government agencies
- Oversee reporting, billing, and quality assurance in partnership with other departments
- Ensure continuous availability of clinical supervision during and after business hours
- Manage development of comprehensive, coordinated health service plans for enrolled families
- Provide individualized orientation, training, field observations, and performance evaluations to all staff
- Provide direct supervision to program supervisors and direct service staff
- Ensure client insurance eligibility and timely outreach tracking monthly
- Maintain audit-ready charts and ensure timely, high-quality documentation
- Develop and monitor staff schedules for program coverage and budgetary compliance
- Manage outcome data collection to improve procedures and highlight program successes
- Provide input on budgets; review and approve expenses; ensure fiscal viability
- Facilitate case conferences and team meetings to monitor individual needs
- Maintain patient privacy and protect PHI in compliance with HIPAA
Minimum Requirements
- Bachelor’s degree required
- 5 years of outpatient medical, community health, behavioral practice management, or related healthcare experience
- 2 years of supervisory experience
Preferred Qualifications
- Multilingual capabilities preferred
- Prior experience as a Community Health Worker, Peer Support Specialist, or Medical Assistant

Compensation
Part-Time Starting Rate: $32.00 – $44.00 per hour Rate is commensurate with experience.
Full-Time Salary: $68,000 – $88,000 per year
Rates are competitive with LA County and Orange County market standards for ECM Unit Manager and Director-level roles. Pay increases are available based on performance and experience.
Pre-Employment Requirements
All candidates must meet the following requirements prior to their start date:
- TB Test (Tuberculosis Screening) — A current negative TB test result is required. This must be completed and cleared before your first day.
- Background Check — All candidates must successfully pass a DOJ/FBI LiveScan fingerprint background check. A criminal history does not automatically disqualify you; records are reviewed on a case-by-case basis.
